The President of the United States, Barack Obama has given a $48 billion legislative package to the Congress for accelerating the progress of small-business which involves ideas that were formerly presented by Republican lawmakers. This might be considered an effort to gather bipartisan support in this election year.

These proposals made by Obama, were built on the Startup America initiative. They include abolishing taxes on capital gains from investments made in small business, and also providing a tax credit of 10 % for the companies which generate jobs or increase salaries of the workers this year.

President Obama declared that he wants to see the growth of Small Business Administration to a cabinet-level post for the progress of small businesses. In the opinion of President Obama, small business was a major element of his pledge in order to craft an economy for firming up the middle class. Although the administration authorities opined that the numbers of small business ideas that have been launched in the whole year have reduced by 23 %.

Gene Sperling, who is the director of National Economic Council, said that "It is not a contest about claiming credit but it is about coming together in a bipartisan way to create job growth and hiring."

In the United States, small businesses are constantly encouraged both by local companies and communities, as well as the government. The reason is because it allows natural growth of the economy without individuals being heavily reliant on the government. There are a range of grants and funding opportunities that can allow your ideas to become a reality.

A small business idea for boosting job creation revolves around lending. Many small business owner share the same complaint since the 2008 recession. They say banks have withdrawn small business lending to the extent that it is squeezing cash flow and inhibiting hiring and expansion.

A group of small business owners in Colorado made this clear to Rep. Cory Gardner in response to his solicitation for feedback. He asked small business owners in the state for ideas on what it would take for them to boost hiring, and the responses were also communicated to President Obama in a report.

Recommendations based on the feedback from small businesses included creating a more predictable business environment, promoting development of the workforce and boosting capital available to small business. Ideas to jump start lending included setting up a clearinghouse to spread risk by bundling small business loans.
